National Health and Family Planning Commission Intensifies Efforts of Building Food Safety Risk Mon

National Health and Family Planning Commission held videoconference on September 24 afternoon in 2013, requesting National Health and Family Planning System to intensify their efforts to build the Food Safety Risk Monitoring System, decided to add National Risk Monitoring (provincial) Center of Food Safety to Disease Control and Prevention Center in 31 provinces (cities and autonomous regions) and Xinjiang Production and Construction Corps, and designated 6 well-positioned provincial CDC including Beijing City CDC as the National Food Safety Risk Monitoring Reference Laboratory. Chen Xiaohong, the associate director of National Health and Family Planning Commission, attended the meeting and gave a talk. The meeting was hosted by Xu Ke, the associate director of National Health and Family Planning Commission.

 

The Party Central Committee and the State Council are always paying high attention to food safety, and the new central leading collective put food safety on the more prominent  position and makes it a major issue concerning people’s well-being, development projects and political aim. This meeting mirrors the spirit of the 18th National Congress of the CPC and the directives of the new food safety committee under the state council and is to strengthen food safety supervision ability building and enrich grass-roots level.

 

The meeting stressed that food safety risk monitoring is the basis of food safety supervision. By systematically and continuously supervising food borne illness, food contaminants and the harmful factors in food and its changing situation, we provide scientific basis for formulating and revising national food safety standards, determining the focus of supervision and evaluating management measures. According to Food Safety Law and “three determining” of the state council, National Health and Family Planning Commission starts the work of national food safety risk supervision, and together with relevant departments of the state council, formulates and implement the national food safety risk monitoring plan. The provincial health family planning administrative departments lead to organize and implement the plan. Decision of the State Council on strengthening the food safety work and the national food safety supervision system of 'Twelfth Five Year Plan' decided to improve the national food safety risk monitoring system and requested that by the end of 2015, the national food safety risk monitoring system will cover all the the administrative areas at county level and gradually extend to communities and countries, covering from farmlands to dinner tables.

 

The meeting requested that to further perform the work responsibilities of food safety supervision, the provincial CDC centers organize, under the leadership of provincial health family planning administrative departments, food safety risk supervision work, lead in technology and manage the supervision work in the regions, develop technical training and quality control, and analyze and report the supervision results. The six provincial CDC designated as the food safety risk monitoring reference laboratories will, according to each reference project, shoulder quality control, monitoring results review, technical training and new approach and new technology study of the national food safety risk monitoring .

 

Representatives from Gansu, Zhejiang, Beijing, and Heilongjiang delivered speeches on how to do a better job of food safety risk monitoring at the meeting. Personnel of provincial health family planning administrative departments, CDC and watchdogs attended parallel sessions.
