Safety Supervision of Food Additives Will Become the Best Assistance to Industry Development

Food safety matters people’s health and life security, and the safety of food additives has received a lot of focus. The premise that many experts in food industry justify the food additives is based on the the standard setting and strict specification of food additives. Many substances in food additives are also industrial raw materials whose manufacturing does not need so strict safety indicators, but illegal food additives are hazardous to health.

Although the proportion of food additives in the whole food industry is small, but the application of them is broad. Nowadays, nearly 97% of food uses all kinds of food additives. At present, there are 23 categories and more than 2000 varieties of food additives in our country. Food additives are playing an irreplaceable role in the aspects of food manufacturing and maintaining food safety.

As an integral part of modern food industry, the food safety problems caused by food additives also have been repeatedly mentioned, and a large part of the reason is the imperfection of the standard system of additives. Food safety needs to establish a scientific, unified and authoritative food safety standard system to lay a solid foundation to food safety and promote the development of food industry.

The national health and family planning commission is our relevant supervision unit, while “Food Safety Law” and its implementation regulations, “‘the 12th Five-year Plan’ for National Food Safety Standard” and some related “food standard clean-up plan” are the members of the relevant legal system.

In order to truly strengthen the supervision work of food safety, and on the basis of the establishment that all relevant competent authorities should make swatch management in accordance with their respective responsibilities, the state council has set food safety committee to coordinate and guide food safety work; at the same time, it is stipulated that the local people’s governments at and above the county level should uniformly be in charge of, lead, organize and coordinate the supervision and management of food safety in their administrative regions respectively.

In order to solve such problems as the abuse of additives in food production, and on the principle of not use, careful use and less use, it is clearly regulated that only the food additives that are really needed on the technology and are proved as safe and reliable by risk assessment can be allowed to be used; if food additives is really necessary, we must strictly carry out the variety, scope and usage amount stipulated by food safety standards; chemicals or other substances that may be hazardous to health outside of food additives can’t be used/

On December 12th in the last year, the “Management Regulations of Food and Drug Safety ‘Blacklist’(draft for comment)” was released drafted by the State Food and Drug Administration. It is stipulated explicitly that these behaviors of production and management in food, medicine, medical equipment and cosmetics will be included in the scope of “blacklist”, for example, if food producers purchase and use the food materials, food additives and food related products that can’t meet the food safety standard, or if food producers add drug in food, and when the circumstances are so serious, they are ordered to halt production, stop doing business, be revoked license and receive administrative penalty.
