Under the EU-China Trade Project (Phase II), the China Insurance Regulatory Commission (CIRC) and Europe Union jointly held the China-EU Seminar on Food Safety Liability Insurance in Beijing recently. The representatives from China Food and Drug Administration (CFDA), Law Committee of NPC, Insurance Association of China, and Insurance Institution of China as well as the relevant insurance companies in China attended the meeting.
In the seminar, the officials of European Food Safety Authority (EFSA), senior experts of European food safety, and representatives of European insurance companies respectively introduced the legislation situations, supervision practice and business operation of food safety liability insurance in European countries. The representatives of CIRC introduced the market and relevant laws and regulations of the food safety liability insurance in China. The attended representatives discussed deeply the position and role of food safety liability insurance in building the food safety protection and serving the national guarantee system. It is widely believed that the implementation of liability insurance system in the field of food safety can function in the following aspects: the first is to guarantee the aggrieved party in food safety accidents can get economic compensation, and maintain the legal rights of consumers; the second is to play the role of premium rate as economic levers and third party safety supervision in advance, and reduce the food safety accidents; the third is to improve the credit and reputation of food enterprises among consumers, and promote the production development of domestic food enterprises; the fourth is to help relieve the financial pressure of government for rehabilitation.
The food safety liability insurance refers to the insurance with the compensation liability of the insured undertaken according to law for the victim to food safety accidents as the subject, which can provide risk management guarantee for the food safety issues in links of food production, processing, sales and consumption. Internationally, the developed countries always introduce the commercial insurance to solve the food safety risks. At present, under the guidance of CIRC, over ten insurance companies such as PICC, Huaan and CAPLI are actively exploring in links of food production, processing, sales and consumption and have develop over 30 insurance products. Combining the advanced experiences of EU and the actual situations of insurance market development in China, the attended representatives believe that the insurance industry can further strengthen the participation in our food safety guarantee system. The insurance industry shall, closely centering on the task of food safety enhancement, sufficiently play the role of insurance as “economy booster” and “society stabilizer”, creatively develop the food safety insurance products with high adaptability, and strive to provide convenient, efficient and excellent insurance services; bring the compensation mechanism function and social management function into full play, and introduce advances scientific technology to improve the food safety management and promote the social food safety by the professional risk management advantages of the insurance.
