    International practice has showed that the food safety retroactive database can build by enterprises or undertake by government.

    First, China should set a clear food safety retroactive pattern by law, especially the role of government in relevant pattern. Second, China should amend the law to clear the rights and liabilities of multiple governing subjects to the food safety retroactive aspect. Last, China should carry on the technological innovation of the food safety industry.
