Build new system of China roasted seeds and nuts industry on the basis of the spirit of contract, the spirit of honesty

We welcome a beautiful and auspicious year of the goat in 2015. On this occasion, I give my best wishes to all the members in roasted seeds and nuts industry. Wish all my colleagues and your families good luck and everything goes well, and also for people of all circles and both at home and abroad who support and care about the industry.

The goat symbolizes beauty, goodness, tenacity and auspiciousness. The year of the goat is doomed to be extremely beautiful and kind. The whole nation is committed to building a new system to running the country under the leadership of the Central Committee of the Communist Party of China with president Xi Jingping at its core, aiming to rule the country by law proposed at the Third Plenary Session of the 18th Central Committee of the CPC. It will be a common practice that everyone observes laws and regulations, everyone keeps contract and is honesty with each other in a fair environment. Anyone who violates or tramples laws, contracts, the spirit of honesty will not only lost his personal credit and dignity, but also will be abandoned by the society. We hope the public can feel justice and fairness in our daily life, feel confident about ruling the country by law and by virtue, and feel confident about the great prospects of China. 

This is what we called goodness and beauty, which all of Chinese people are looking forward to.

The practice of China's reform and opening-up policy over the past 35 years showed that the roasted seeds and nuts industry witnessed unprecedented development and growth, but at the same time, it is facing all kinds of problems and conflicts like other industries due to some system defects, corruption and bad impacts from some interest groups. Some of the most obvious problems include the lack of legal awareness, lack of honesty and the spirit of contract in competition, and lack of legal support in market order, which directly impact and hinder the healthy and sustainable development of our industry.    

Meanwhile, our economic growth has entered a 'new normal' historical period, in which everyone have to adapt oneself to the social environment and market order in compliance with laws and regulations, contracts and being honesty. Therefore, we have to build a new system for the roast seeds and nuts industry with the spirit of contract and honesty under the guidance of the overall objective of ruling the country by law so as to fit with new requirements that “New normal” has for our industry and make sure healthy and sustainable development of the industry.

It is a long-term task for the entire industry to build a new system with the spirit of contract and honesty, which needs unity, persistent efforts and requires everyone and every business follow it from themselves. We should start form the following aspects at present: 

I. Revise industry self-discipline and carry out based on the spirit of contract. “National Roasted Seeds and Nuts industry Food Safety self-discipline”, which have been approved and carried out in April 19^th 2013, should be revised according to new requirements of ruling the country by law and by virtue which put forward is at the 4^th plenary session of the Communist Party Central Committee, and relevant requirements of “The Food Safety Law of the People's Republic of China”. The selpdiscipline will be the general guideline to build the new system of the industry, and should be written into the constitution and executed at the same time.

II.Standardize enterprises’ behavior with the spirit of honesty, and responsible for the public.

1. Do well in managing and controlling the sources of raw materials according to relevant laws and regulations, and fixed standard. Maintain a strict standard on the quality of raw materials to ensure safe processing and production. Avoid any actions that involves shoddy execution (including imported materials) and blending

II.Do well in managing and controlling processing

First of all, maintain a strict standard for production. Adhere to the Code of Ethics , “ honest-oriented , people- oriented”. The production and the use of safe raw materials and packing stuff should be in strict compliance with fixed laws and regulations. The use of additives should conform to the “Standards for uses of food additives （GB2760-2011）”, avoiding any illegal actions and ensuring qualification rate of food exfactory can reach 100%. 

The second is to maintain a strict standard during circulation. Labels and tags (including imported food) should be compliant with the requirements of “General standard for the labeling of prepackaged foods GB7718-2011”. Product name should be marked in a visible location of a label, which is easy to see the special terms reflecting true nature of a product. Do not mislead consumers using implicit words, graphics and symbols.

A label should include nutritional ingredient illustrated with data, in accordance with the “General standard for the labeling of food nutrition （GB 28050—2011）”.

III.Jointly build market order with the spirit of contract and honesty

1. Advocate selfdiscipline, orderly competition and legal operation. Boycott any actions involving fake and shoddy goods execution. Advocate the spirit of contract, see colleagues as good friends and help each other to create a orderly, civilized, honest and fair market environment. 

2. Regard advertising scientific and reasonable food nutrition plus marketing promotion as important work for the association. Propagandize regularly and popularize common sense about nutritional value, purchase tips and advice on how to eat to the public, food distributors and consumers, to correctly guide consumers. Eliminate false or exaggerated propaganda but be responsible for consumers.

3. In line with the sense of responsibilities, being responsible for consumers and contributing to the society, we should accept public supervision consciously.

4. Learn and use advanced technologies and management methods both at home and abroad to produce more and better roasted seeds and nuts food contributing to the health of the people of our country and of the world.

IV.Establish a commendation and punishment system within the industry

The association should have some commendation measures for enterprises and individuals who keep honest and keep contract, some punishment measures for those who do not do so. For example, they should be warned and exposed and within the industry if improvements can not be seen with help. We should effectively facilitate the establishment of the new system within the industry. 

A good and beautiful year of the goat has come. We should make great efforts to build a new system with the spirit of contract and honesty in a good mentality, making new contribution to the healthy and sustainable development of roasted seeds and nuts industry and to the achievement of general goal of ruling the country by the law and by virtue.
