Article 63 of Food Safety law of the PRC enforced from October 1, 2015 clearly required that the country will establish a food recall system, which is a big step to China's legal system building of food safety administration. However, there are still some shortages if compared with the food recall system implemented by such developed countries as US.
    

 I. Defects of China's food recall system

1. The scope of food to be recalled is too narrow.

2. The results of handling food recalled are different.

II. Problems existing in China's food recall system

1. The cost required by the food recall system is too high and unbearable to domestic enterprises.

2. With an objective point of view, the first barrier to food recall is the food tracking system.

3.Food safety administration system is in disorder.

4.With an subjective point of view, the backward concept bearing by enterprises and consumers is also a key reason to cause difficulties to the recall system.

III. Solutions to perfect food recall system

1. To improve the legal system of food recall;

2. To establish a complete food tracking system;

3. To improve food recall system; and

4. To establish a robust liability insurance system for product recall.
