According to new provisions introduced on November 23, the new temporary purchasing and storage price of soybean (Chinese standard third class, similarly hereinafter) is RMB 1.87/500g. Northeast China soybean crushing establishments are permitted to enter the market for procurement. The one-time expense subsidy of RMB 0.08/500g is made for specified soybean crushing establishment and China Grain Reserves Corporation.  

On the one hand, the purchasing and storage quantity is not specified, which prevents rent-seeking in the quota system; on the other hand, the subsidy scope is further extended. The existence issues of crushing establishments, especially ones of northeast region establishments, are solved. The highlight of this new policy is that processing companies are available for acquisition.
