In recent years, the agricultural product processing industry in our country has developed significantly and become the supporting force for the agricultural modernization and the important industry of national economy, playing a very important role in facilitating the agriculture quality & efficiency improvement, farmer employment & income increase and the integrative development of the country's primary industry, secondary industry and tertiary industry, improving the people’s living quality & health level and maintaining the steady and relatively rapid increase of the economy. To further promote the development of the agricultural product processing industry, boost deep the agriculture supply-side structural reform and continuously satisfy the consumption upgrade needs of the urban and rural residents, with the approval of the State Council, the following opinions are proposed now:

I. General Requirements

(I) Guiding ideology. Fully implement the spirits of the 18th CPC National Congress, 3rd Plenary Session of 18th CPC Central Committee, 4th Plenary Session of 18th CPC Central Committee, 5th Plenary Session of 18th CPC Central Committee and 6th Plenary Session of 18th CPC Central Committee and learn & implement thoroughly the spirits of important series speeches by General Secretary Xi Jinping; embrace firmly, plan overall and promote the "Five in One” general layout and coordinate to boost the “Four Comprehensive” strategic layouts; establish firmly the development ideas of innovation, coordination, green, openness and sharing and implement seriously the policy deployment of the Party Central Committee and the State Council; on the basis of guaranteeing the national food safety and agricultural product quality & safety, make the development mode transformation and structure adjustment & optimization as the main line with the market needs as the orientation and the farmer income increase and agricultural comprehensive benefit & competitiveness improvement as the core; adopt measures suiting local conditions and conduct scientific planning; give play to the advantages and highlight the features; promote the agricultural product processing industry to transform from the quantity increase to the quality promotion, from the factor-driven mode to the innovation-driven mode and from the dispersed layout to the cluster development; perfect the agricultural product processing industry & policy support system and facilitate the constant, steady and healthy development of the agricultural product processing industry.

(III) Main objective.

In 2020, the transformation rate of the agricultural product processing reaches 68% while the annual average increase rate of main business income in the agricultural product processing industry reaches over 6%. The ratio between the agricultural product processing industry and agricultural gross output value reaches 2.4:1; the structural layout is optimized further and relatively great breakthrough is obtained for core technologies and equipment in key links. The overall industry quality is promoted significantly and the role of supporting the agricultural modernization and driving the farmer income increase is more prominent. The capability of satisfying the consumption needs of the urban & rural residents is enhanced.

In 2025, the transformation rate of the agricultural product processing reaches 75% while the ratio between the agricultural product processing industry and agricultural gross output value is increased further; the independent innovation capability is enhance significantly and the breakthrough is obtained for the transformation and upgrade, forming a group of famous brands, transnational corporations and industrial clusters with relatively strong international competitiveness and basically getting close the development level of the agricultural product processing industry of developed countries.
