Russian Ministry of Agriculture Will not Set Grain Export Quota Limit and Will Adjust “Incomplete Customs Declaration” before the End of 2020

Russian Ministry of Agriculture said it will not restrict grain export in the first half year (July-Dec. 2020) of 2020/21 agricultural year; while in the second half year, it will consider whether to implement grain export quota limit according to requirements for domestic market stability. The Ministry plans to continuously improve and adopt quota limit measures to guarantee national grain safety.

In addition, Russian Ministry of Agriculture has formulated draft of federal law. According to the draft, the Government has the right to confirm commodity category inapplicable to “Incomplete Customs Declaration”. In line with the “Incomplete Customs Declaration” system, if the Applicant lacked relevant accurate information when submitting documents to customs, it shall complete relevant information in a “shorter time” after approval form is issued. The portal website information for draft of federal laws and regulations shows the law will enter into force in December 2020.
