In the morning of July 25, 2017, leaders of CFDA Food Safety Supervision Division III met Weng Yangyang, Executive Vice Chairman and the delegation of CNSA in CFDA.

Weng introduced overall situations, development, standard formulation and implementation, and several key problems recently in nuts and roasted seeds industry in China. The first problem is erroneous judgment of SO2 residual; the second is unreasonable punishment for inconsistent product nutrition label and detection value. Weng indicated suggestions of CNSA: 1. There is misreading and misunderstanding of National Food Safety Standard for Food Additive Use (GB 2760-2014): GB2760 series are standards to normalize use of food additives with distinct scope of application. The substances (background) naturally existing in food, such as SO2 content from soil during growth of raw materials, are not included in the scope of food additive application. Thus, it is unsuitable to judge by this standard; 2. The monitoring of food additive use during food production (i.e. process supervision, such as dosing record of food additive during food production) is the best approach to judge whether use of food additive complies with standards.

Chen Shaozhou, Deputy Head of Division III said they are pleased to see the rapid development of nuts and roasted seeds industry in recent years. From 2014 to the first half year of 2017, in spot check of 13000 batches nuts and roasted seeds products, the percent of pass is 98.37%, 1.57% higher than overall percent of pass of the food industry. The overall situation is favorable. Relevant departments value the suggestions, and will organize relevant departments and institutions to discuss and keep perfecting spot check. Both parties also planned and discussed production and supervision and investigation for further cooperation, and said they will make joint effort for food safety guarantee.

In the meeting, CNSA said after the meeting it would submit written report on suggestions to CFDA about SO2 residual judgment.

Office I of Food Safety Supervision Division III, Jilin Province Food Inspection Institution, Yang Qian, the Secretary General of CNSA, and CNSA Technology Department attended the meeting.
